How to make a healthcare complaint in Türkiye

Four routes, each for a different aim. Pick the one that fits your problem, gather your documents and follow the steps. Health first, complaint second.

Short answer

There is no single door for complaints in Türkiye. There are four routes, and the right one depends on what you want: a written complaint to the facility and the agency; an administrative complaint to the Ministry of Health; a disciplinary complaint to the dental chamber; or a legal route such as a consumer application, a compensation claim or a criminal complaint.

For a refund or a contract problem, the consumer routes stand out. For a rights violation or a service delivered unlawfully, the administrative routes do. For a serious treatment error, gather documents, get an independent dentist's opinion and take legal advice. Health first: if you have an urgent problem, see a dentist or go to an emergency department before you complain.

Which route fits your problem?

Choose what describes your situation. This gives a starting point, not legal advice.

Written complaint to the facility and the agency

Who looks at it
The facility's patient rights or contact unit, and the agency.
Good to know
A meaningful first step. Record the date and the reply. If language is a barrier, the International Patient Support Unit (+90 850 288 38 38) can help you register a complaint in six languages.

Before you apply: gather your documents

A folder of papers, a dental x-ray, a receipt and a passport laid out on a desk.

Tick items off as you collect them. Your ticks stay in this browser only. Summarise every conversation in writing, and confirm phone calls by email.

Step by step

  1. Secure your health.See a local dentist or go to an emergency department if needed. Describe the treatment, the symptoms and the dates, and ask for an independent written opinion.
  2. Collect your documents(list above) and ask the facility in writing for your records.
  3. Send a written complaint to the facility and the agency.Say what happened, what you want (correction, refund, explanation) and a reasonable time for a reply.
  4. If there is no reply, or it is not enough, tell the call center (+90 850 288 38 38) and SABİM (Alo 184). Get a reference number for your complaint.
  5. Go to the Patient Rights Boardfor a rights violation, or report an unauthorised or unlawful organisation to the Ministry.
  6. For the dentist's conduct or competence, make a disciplinary application to the dental chamber.
  7. For a money or contract dispute, look at the consumer arbitration board or court, and at mediation.
  8. For a claimed treatment error, get advice from a lawyer experienced in health law in Türkiye.

What your complaint should contain

  • Your name, nationality, contact details and, if you have one, your passport number.
  • The full trade name and address of the facility or agency, authorisation details, and the name of the dentist who treated you.
  • The dates and a short, factual, chronological account of events.
  • Which right or contract term you think was violated.
  • What you are asking for: an explanation, correction, refund or investigation.
  • Attachments (the document list).
  • The time you allow for a reply, and the channel to use.

Use documented, factual language rather than emotion. If you do not speak Turkish, write in English and ask the organisation whether a sworn translation is needed.

Complication or treatment error?

Not every bad outcome is an error. In law, a medical complication (a known and sometimes unavoidable risk that happens) is different from malpractice (care that breaks the duty of care, or a failure to inform). An expert report is usually what separates them.

That is why a written treatment plan, a consent form, your records and documents describing the risks matter from the start. The legal nature of the relationship between dentist and patient, for example a mandate or a contract for work, can differ with the case, and it affects which route and which liability regime applies.

Can I bring a case in Türkiye as a foreigner?

Law firms say foreigners who have been treated can bring cases in Turkish courts. But the court's jurisdiction, the applicable law and any jurisdiction or arbitration clause in your contract depend on the case, and courts in your own country may also have jurisdiction in some situations. This site does not give a firm answer. Ask a qualified lawyer and your consulate.

Things to watch for

  • A complaint does not replace treatment. See a local dentist straight away for a health problem.
  • Watch the time limits. Limits for applications and cases differ between routes. This page gives none, so take legal advice.
  • Be factual and documented in anything you post publicly, and take advice on legal risk.
  • If you paid by card, find out your bank's dispute (chargeback) conditions. This varies by country and bank.
  • The agency and the facility are separate legal entities. Send your complaint to both when needed.

Frequently asked questions

I do not speak Turkish. Can I still complain?

Yes. The call center serves in six languages and interprets 112 and 184 calls. For written applications, write in English and ask the organisation about translation requirements.

If my complaint succeeds, will I get compensation?

Administrative complaints and disciplinary processes do not award compensation. To recover a loss you need legal routes such as a consumer court or a compensation claim.

Can I make a patient rights application against a private clinic?

Secondary legal guides say yes. The official HealthTürkiye FAQ also says the patient rights rules apply to all public and private institutions.

What happens if the organisation is not authorised?

International health tourism activity by organisations without a certificate is stopped by the Ministry. Do not start treatment or pay in that case (see the verification page).

Can I apply without a lawyer?

A lawyer is generally not required for administrative complaints or a consumer arbitration application. For compensation claims a lawyer is recommended.
